HOUSE CONCURRENT RESOLUTION 40

Requesting the West Virginia Division of Highways to name the
bridge spanning over Raccoon Street on State Route 92 in the
corporate limits of the town of Newburg the "J. Richard Taylor
Memorial Bridge."

Whereas, J. Richard Taylor, who passed away approximately two
years ago, was a well known and respected man in his community who
donated much time and money to the local fire department, ambulance
service and civic organizations in and about the town of Newburg
and Preston County; and

Whereas, J. Richard Taylor was active in community affairs,
serving as one of the original board of directors of the local
volunteer organizations in his community; and

Whereas, J. Richard Taylor successfully contributed to the
greater good of his region over the years as both a businessman and
community leader; and

Whereas, The town council of Newburg, comprised of persons who knew Mr. Taylor best, recently passed a motion requesting that the
bridge spanning over Raccoon Street on State Route 92 in the town
of Newburg be named the "J. Richard Taylor Memorial Bridge;"
therefore, be it

Resolved by the Legislature of West Virginia:

That the Legislature hereby requests the West Virginia
Division of Highways to name the bridge spanning across Raccoon
Street on State Route 92 in the town of Newburg the "J. Richard
Taylor Memorial Bridge;" and, be it

Further Resolved, That the Commissioner is requested to have
made and be placed, at either end of the bridge, signs identifying
the bridge as the "J. Richard Taylor Memorial Bridge"; and, be it

Further Resolved, That the Clerk of the House is hereby
directed to forward a copy of this Resolution to the Commissioner
of the Division of Highways and to the Town Council of Newburg,
West Virginia in Preston County.
